Everyday Canadians do not realize the role and responsibilities of a Governor General. Like The Right Honourable Romeo Leblanc, they represent both The Queen and ALL Canadians at home and around the globe. Governors General appoint Canadians to the Order of Canada, the Order of Military Merit, the Order of Merit Police Forces and the Order of St. John, four of Canada's National Orders. They award the Cross of Valour, Star of Military Valour, the Star of Courage, the Medal of Military Valour and other Canadian Decorations and medals. They, our Governors General present them to our police officers, firefighters, the Canadian Forces, to everyday Canadians and to exceptional Canadians. The Right Honourable Romeo Leblanc fulfilled his duties as Governor General in an exemplary manner. Governors General are our Highest Ambassador in Canada and on State Visits Aboard. They are champions on everything Canadian no matter where they are. The Stanley Cup, the Vanier Cup and the Clarkson Cup are examples of awarding excellence in sports by a Governor General. The Commander in Chief Commendation and the Governor General's Canadian Caring Awards highlight the best of our Canadian Society. As Canadians we can thank The Right Honourable Romeo Leblanc for creating the Governor General's Canadian Caring Award and for awarding hundreds of Canada's to Our Five National Awards, as well as our Decorations and medals. He was a truly an outstanding Canadian and Defacto-Executive Head of State. Diane Fowler Leblanc, and the rest Mr. Leblanc's family, can take pride in the many wonderful accomplishments Mr. Leblanc achieved in the House of Commons, the Senate, as Governor General and as an exceptional Educator. My deepest condolences go out to the LeBlanc and Fowler families. I was a tourguide at Rideau Hall from 1995 to 1999, and it was a privilege and honour to represent the Office of the Governor General with Mr. LeBlanc at its helm. It was clear that to Mr. LeBlanc, Rideau Hall belonged to all Canadians. He placed special import on welcoming people from across the country (and the world) to what was, in addition to being a work place, his home. He re-opened the grounds and the semi-private wing of the house to the public. I recall that in one year alone, he attended more than 400 events. His common touch drew people to him, and no matter how taxing it must have been at times, he always reciprocated his audience's enthusiasm. He embodied true and tireless public service. His easy-going, casual and caring personality was greatly appreciated by his staff, whom he treated like family I will remember him fondly, and miss him greatly.

I am very grateful for the life of Romeo LeBlanc. Perhaps his most attractive quality of character was his humility. Canadians senses he was approachable even if they had not met him personally. He started programs to recognize the accomplishments of ordinary Canadians. On a personal note, as Executive Director of Christian Children's Fund of Canada ("CCFC") from 1980 to 2000, I was grateful to him and his wife, Diana Fowler LeBlanc for their patronage of CCFC, an international development agency, assisting children of all faiths throughout the world. They had a deep commitment and love for children.
